这个是根据decision date来看的年份
年是截止到9/30日

真正的EB23通过perm的排期会>>>>>远大于Certified，略小于All Approve<<<<<

Certified-Expired means the PERM Certification is more than 180 days old.
That is all it means. It does not mean that an I-140 was not submitted
within that 180 day period. If you are using the data to try and calculate I
-140/I-485 numbers, you need to use both Certified and Certified-Expired
cases.

理论上perm显示有xxxx，对应到140需要
1、-：140不成功需要重新perm的倒霉蛋
2、-：换工作，多次file perm的人
3、+：传说中的厨子（主要占EB3）
4、+：肯定有的配偶
5、+：EB2 NIW
